DCP administers the federal Home Energy Assistance Program which helps pay home heating costs. HEAP (formerly LiHEAP) benefits are based on a percentage of federal poverty levels and the guidelines change each year so clients need to reapply each year.  HEAP pays a portion of home heating costs but not all. Please see forms at the bottom of the page. Do you need heating aid? Serving Washington and Hancock counties.
